    Restaurant Reopening Application

    Use this page to submit your information if you plan to reopen a restaurant under Governor Hogan’s guidelines. There is no application fee associated with this permit.

    We look forward to working with you on a solution that allows you to offer outdoor service. As we review your application, please keep in mind the following

    • The State must allow for restaurants to open dine-in service before these permits can take effect
    • Your application will be forwarded to City for review. Please do not set up the extended area until you have express written approval from the City.
    • This approval (and all accessories approved under it) is temporary and will expire 30 days after the State of Maryland opens full dine-in capacity at restaurants, unless a renewal application is filed and approved. At the time of expiration, all outdoor facilities must be removed.
    • The City’s approval only allows for the set up of the extended area. You should seek appropriate approvals to serve food/alcohol from the Health Department and Liquor Board, as needed.

    This approval operates under the assumption that the restaurant will be utilizing the indoor facilities to prepare food/beverages.

    Please use the following guidelines to ensure that your application is complete.

    • Please show an access path for emergency services (unimpeded by parking) to all points of the dining area and the associated building
    • The plan should not impede any walkways/sidewalks. Pedestrian traffic must be maintained on all sidewalks.
    • Safe social distancing space of six feet must be maintained in all areas
    • Fencing/barriers should be temporary in nature (not drilled into any roadways or sidewalks), but should be sturdy enough that they will not blow over/away and will not allow vehicle access into the dining area.
    • If you plan on serving over 50 people in the extended area, your plan should have two separate areas of ingress/egress and should account for ADA accessibility
    • If access to the restrooms is not available indoors, please show where port-a-pots will be located with appropriate handwashing stations. Restrooms should also display ADA accessibility.
