Departments

The Arts, Business & Culture Department was formed to centralize the City's focus on events as well as business development.

The City Clerk is the custodian of the City Seal and the legal records of the City of Salisbury, and maintains and records all ordinances and resolutions enacted by the City Council.

The Department of Field Operations is responsible for Trash Collection and Disposal, Recycling, Street Maintenance and Repair, Parks, Playground and Public Facility Maintenance, City Owned Street Lights, Parking Lots, the Parking Garage and the Port of Salisbury Marina. Supporting teams include Resource Management, Fleet Maintenance, a Carpentry Shop and Asset and Facility Management.

The Finance Department establishes and implements the financial policies and procedures of the City, invests city funds, and handles deposits and payments of city monies.

The Salisbury Fire Department strives to ensure the health, safety, and well-being of our community by providing prevention and mitigation of fire and life safety hazards in an effective and efficient manner.

The Housing and Community Development Department consists of three divisions: Code Enforcement, Community Relations, and Housing and Homeless Outreach. Vision Statement: Our vision is to cultivate a thriving and sustainable Salisbury where all residents enjoy safe, well-maintained living environments and equitable access to housing resources. We envision a community characterized by strong neighborhood connections, active civic engagement, and a collaborative spirit that empowers individuals and families. Through our commitment to effective code enforcement, meaningful community relationships, and compassionate support for the homeless, we aspire to create an inclusive city that nurtures prosperity, resilience, and opportunity for all. Together, we see a future where every resident feels valued and has the means to achieve their highest quality of life.

Human Resources oversees talent acquisition, onboarding, performance management, training and development, and benefits. The department plays a vital role in employee relations, engagement, health, and safety. The Human Resources Department fosters a positive workplace culture and ensures adherence to ethical and legal compliance.

Our mission is to provide efficient, centralized, and cost effective municipal information services to the Divisions and Departments of the City, in turn helping them to provide services to citizens. Furthermore, we intend to be good stewards of public resources in order to enhance the quality of life in the City of Salisbury.

The Infrastructure & Development Department is responsible for administering all infrastructure and development projects in the City. The Department is the one stop for Developers entering the City to have projects reviewed through all phases including Planning, Engineering, Traffic Control, Building Permits, Fire Marshal and Construction Inspection.

The Department of Water Works Department is responsible for the City water and wastewater systems, including the water and wastewater treatment facilities, and all underground water and sewer utilities.
