A grant program offered by the City of Salisbury to assist businesses within the Main Street District. Each business is eligible for up to $20,000.
Due to funding constraints, we may not be able to fully fund all eligible applications. Please make sure your request is as specific as possible.
Program Guidelines
- Must have a physical location in the designated Main Street area and funds must be used for a property/business at that physical location.
- One time grant award, no repayment due
- Limited to one award per business entity
Eligible Uses
- Provide paid sick leave to employees unable to work due to the direct effect of the coronavirus
- Employees must spend over 50% of their time doing work in the Main Street area
- Maintaining payroll and/or retaining employees during business disruptions or substantial shutdowns
- Employees must spend over 50% of their time doing work in the Main Street area
- Meeting increased costs to obtain materials unavailable from the applicant’s original source due to interrupted supply chains
- Making rent or mortgage payments that are past due
- Repaying obligations that are past due
- Making rent or mortgage payments that are due in the future (must demonstrate in narrative that there is concern that they may not be met due to hardship caused by COVID-19)
- Repaying obligations are due in the future (must demonstrate in narrative that there is concern that they may not be met due to hardship caused by COVID-19)
- Purchasing PPE or spending on safety measure to reduce the spread of COVID-19
- Building improvements that are intended to reduce the spread of COVID-19
- Business equipment intended to help expand services in response to COVID-19 (for use at a location in the designated Main Street area)
- Other uses – argue your case in the budget narrative section demonstrating how COVID has impacted your business and how the funds would be used to help you recover. Be as specific as possible.
Criteria for Eligible Businesses

- Must be a registered business entity in good standing with the State of Maryland and City of Salisbury
- Must have a physical establishment in the City of Salisbury, within the designated Main Street area

- Have no pre-existing tax liens or legal judgements prior to March 5
- The following entities are NOT eligible:

- Home-based businesses
- Churches
- Banks & financial institutions
- Investment real-estate entities (unless applying for payments for a business located in the Main Street area or COVID-related investments being made on a property in the Main Street area)
- Food trucks
- Government agencies
- Contractors/construction/service repair-based businesses (unless applying for COVID-related investments being made on a property in the Main Street area)

Timeline
February 22 | Grant application period opens to applications. |
February 28 | Application period closes at 11:45 PM and evaluation begins |
March 5 | Applicants notified of grant award |
End of April | City officials follow up with applicants for proof of receipts and use of funds narrative |
Process
Applications will be graded by a committee on the following criteria
- The degree which the business has been negatively impacted by COVID
- How these funds would help the business recover from the negative impacts of COVID
- The degree which the business contributes to the vitality of the designated Main Street area
