    Adopt-A-Road MOU

    MEMORANDUM OF UNDERSTANDING 

    Between the City of Salisbury, Maryland and [Name of Group] 

    Regarding the Adopt-A-Road Program 

    1. Purpose

    This Memorandum of Understanding (MOU) establishes the terms and conditions under which the City of Salisbury (“the City”) and [Name of Group] (“the Adopter”) agree to participate in the Adopt-A-Road Program. The purpose of this program is to enhance community pride, protect the environment, and improve the appearance of City roadways through volunteer litter removal. 

    1. Responsibilities of the Adopter

    – Submit an approved application and sign this MOU with the City.
    – Pick up litter and recyclables from the adopted roadway section(s) at least four (4) times per year.
    – Designate one member as the Adopt-A-Road Coordinator to serve as the primary contact with the City.
    – Ensure that all participants sign the required volunteer waiver prior to participating. In the case of minors, the waiver must also be signed by a parent or guardian.
    – Provide at least one adult supervisor for every five participants under the age of 16.
    – Ensure that participants comply with all safety instructions and traffic laws.
    – Confine activities to the roadside only, without trespassing onto private property.
    – Replace safety equipment or materials provided by the City if lost or damaged.
    – Prohibit the possession or consumption of alcoholic beverages during cleanup activities.
    – Submit a Clean-Up Report to the City after each cleanup activity.
    – Notify the Department of Field Operations immediately of any incident or injury occurring during cleanup events. 

    1. Responsibilities of the City

    – Provide safety vests and trash bags
    – Install a sign designating the adopted roadway section(s) in recognition of the Adopter after the first cleanup event.
    – Replace signs as needed due to normal wear, tear, or accidental damage (up to two replacements).
    – Remove defaced or damaged signs at the discretion of the Director of Field Operations. 

    1. Term and Termination

    – The adoption shall be for a period of one (1) year, renewable upon mutual agreement.
    – If no cleanup activity occurs within six (6) months of sign posting, the City may terminate this agreement and remove the signs.
    – The City reserves the right to terminate this agreement at any time if the Adopter fails to comply with program requirements or if the Adopter’s conduct is inconsistent with the goals of the program.
    – Decisions made by the City regarding administration or termination of this agreement are final and not subject to appeal. 

    1. Liability and Waivers

    – Participation in this program constitutes a waiver of any claim or cause of action against the City of Salisbury, its officials, employees, contractors, and agents.
    – The Adopter is responsible for ensuring that all participants execute the volunteer waiver prior to participating. 

    1. Signage

    – The City will provide and install signs recognizing the Adopter.
    – Signs may only display the Adopter’s name; no business logos, slogans, contact information, or political messages will be permitted.
    – Exceptions may be made for “In Memory of” designations.
    – The City retains sole discretion over the design, content, and placement of signs. 

    1. Effective Date

    This MOU is effective upon the date of the last signature and shall remain in effect for one year unless terminated earlier under Section 4.
