Mayor Randy Taylor and the City of Salisbury are proud to join Salisbury Neighborhood Housing Services (SNHS) in announcing the launch of Westport, a major renovation initiative that will revitalize the century-old rowhouses on Fitzwater Street.
This transformative project will breathe new life into a historic Salisbury neighborhood, turning long-vacant and aging properties into high-quality, energy-efficient homes designed for first-time homebuyers. While the rowhouses are not located within a designated historic district, SNHS and the City are committed to preserving their original character and charm, ensuring that the revitalized homes remain a source of pride for the community.

“Westport represents the kind of progress we strive for as a city—revitalizing neighborhoods, creating opportunities for families, and building a stronger Salisbury for future generations,” said Mayor Taylor. “This project reflects the power of community partnerships and our shared vision for a city where every resident has access to safe, affordable, and beautiful housing.”

Cheryl Meadows, Executive Director of SNHS, added, “We’re not only renovating homes—we’re investing in families, in neighborhoods, and in the future of Salisbury. Our goal is to create homes that are affordable, sustainable, and reflective of the neighborhood’s rich history and bright future.”

The Westport renovation will include:
• Complete rehabilitation of the Fitzwater Street rowhouses into modern, move-in ready homes. The first homes are expected to be available for purchase by late fall 2026.
• Energy-efficient upgrades to reduce long-term costs for homeowners.
• Affordable purchase opportunities, supported by SNHS’s homebuyer education and counseling programs to promote lasting success.

Temporary fencing surrounding the project is now in place closing part of the sidewalk in front of those homes during construction. During this time, pedestrian traffic is encouraged to either safely cross to the south side of Fitzwater St. at a marked crosswalk or use Hill St. and First St. to reroute along the triangle-shaped block.
As always, please use your best judgement during this time of transitional improvement. The safety of our residents is a priority. In case of emergency, when necessary, call 911. The Salisbury Police Department non-emergency line is (410) 548-3165. Please report non-emergency issues for all other City departments to address in our community on the City of Salisbury Citizen Problem Reporter.
The Westport project aligns with the City of Salisbury’s ongoing commitment to neighborhood revitalization, equitable housing, and community investment—turning long-neglected properties into lasting assets that strengthen the city’s social and economic fabric.
