    City of Salisbury Announces Key Leadership Appointments

    SALISBURY, MD – Following a recent Closed Session of the Salisbury City Council, the City of Salisbury is pleased to announce several key leadership appointments aimed at enhancing the efficiency, innovation and service delivery of City government.

    Allen Swiger has been named Deputy City Administrator, bringing to the role more than a decade of public service experience spanning parks and recreation management, economic development, event planning and strategic operations. Swiger most recently served as Director of the City’s Arts, Business and Culture Department. In that role, he led major revitalization efforts at the Salisbury Zoo, oversaw multi-million dollar budgets and launched impactful community initiatives. He has held leadership positions in both the public and nonprofit sectors and is widely recognized for his collaborative approach and commitment to public service.

    Michael Lowe will take on the role of Director of Procurement, after nearly a decade of service to the City and more than 15 years of experience in operations and municipal purchasing. Lowe will lead efforts to modernize the City’s purchasing processes, ensuring both efficiency and regulatory compliance across all departments.

    During this transitional period, Tom Stevenson will serve as Acting City Administrator. Stevenson previously served in this role and brings more than 35 years of service to the City. A veteran of Salisbury City government, throughout his tenure, he has held a variety of leadership positions, including Director of Field Operations and Director of Neighborhood Services and Code Compliance. Once a permanent City Administrator is appointed and onboarded, Stevenson will return to his current role as Assistant City Administrator.

    “These leadership appointments reflect our ongoing commitment to building a responsive, innovative and community-focused local government,” said Mayor Randy Taylor. “Each individual brings deep expertise and a proven commitment to Salisbury’s continued success.”
